Peddler Application

The City of Blair would like to remind residents about the regulations regarding peddlers and hawkers within city limits, as outlined in Chapter 10, Article 02 of the Municipal Code. The full ordinance can be accessed at the bottom of this page.

If you encounter a peddler, please ask to see their permit issued by City Hall. If they do not have it on them, request that they retrieve it and present it to you. Should they be unable to provide a valid permit, kindly inform them that one is required and ask them to leave immediately. Once they depart, please contact non-emergency dispatch at 402-426-6866 to file a report with a Police Officer.

Additionally, if any resident feels uncomfortable or unsafe due to the presence of a peddler or hawker, even if they have a permit, they should immediately call 9-1-1. Our Police Department is prepared to respond to and handle such situations appropriately.

Municipal Code Chapter 10 Article 02

Sec. 10‑201  PEDDLERS AND HAWKERS; REGULATION.  To prevent the sale of fraudulent, dangerous, and unhealthful goods, materials, or services, and to protect the public by maintaining records of the products sold and the persons and companies responsible for such sales, all solicitors or peddlers and hawkers shall, before doing business or soliciting within the Municipality, make appli­cation for, and be issued a license. Application for said li­cense shall be made to the Municipal Clerk, upon blank forms supplied by the Municipality. Any person or persons granted a peddler and hawker license shall be subject to any fees, occupa­tion taxes, and other rules and regulations which the Governing Body deems appropriate for the purposes stated herein.  Any permit so granted shall be subject to revocation prior to its termination for good and sufficient cause by the Municipal Po­lice.  Such license shall be valid for a period of thirty (30) days from the date of issuance.

Sec. 10‑202  PEDDLERS AND HAWKERS; HOURS OF SOLICITATION.  It shall be unlawful for any solicitor, salesman, or peddler to solicit any individual between the hours of nine (9:00) o'clock  P.M. and eight (8:00) o'clock A.M., unless they have a previous appointment with the resident or residents of the premise solic­ited.  It shall be unlawful at any hour for a solicitor, salesman or peddler to solicit without a proper permit on his person at all times.

Sec. 10‑203 PEDDLERS AND HAWKERS; PROHIBITION. Notwithstanding any other provision of the Municipal Code, it shall be unlawful for any solicitor, salesman, peddler, or hawker to solicit and contact any resident or residents of the premises solicited where a no soliciting sign has been posted on the premise as provided herein.  Said notice shall be located on or within two (2) feet of the front door of the premise, shall contain letters not less than one‑fourth inch (1/4") in height, and shall state "No Solic­iting".
