On this page, you will find a comprehensive list of licenses and permits that may be required for various activities within the City of Blair. Each form can be completed and either emailed to the City Clerk’s Office or submitted in person at City Hall. Please review the options carefully to ensure you have the correct documentation for your specific needs.   • Tobacco licenses 
    • Are issued through the city clerk's office. All licenses expire on December 31st of each year. The following fees are required prior to receiving a tobacco license:: $15 license fee  (Neb. Rev. Stat. Section 28-1423).  Anyone wanting a Tobacco License should contact the City Clerk's office at cityclerk@blairnebraska.org
    • All tobacco license holders for the City of Blair are registered with the State of Nebraska Health and Human Services System so that the State can notify each retailer of any changes in the state and federal laws relating to the sale of tobacco products.
  • Solid Waste (PDF) 
               The following information is required for a trash hauling permit:
                             Application for Permit to Haul Garbage, Rubbish, Trash and Waste
                            $300 annual permit fee
                            Proof of continuous liability insurance coverage
    List of Current Solid Waste/Dumpster Haulers

  • Fireworks Permit (PDF)
    Fireworks Application Fee - $5,000 for each retail outlet.  All applications must be accompanied by a bank draft or certified cashier’s check payable to the City of Blair Insurance: Certificate of Insurance in the amount of $1,000,000 of liability insurance with the City named as an additional insured. A copy of the State Fire Marshal permit will be required as well. 

  • All applicants must follow the regulations as outlined in 7-401 through 7-407 of the Blair Municipal Code.
