Comprehensive Plan
A Comprehensive Plan is a long-term guide that outlines a community’s vision for growth, development, and change over the next 10 years. It serves as a roadmap for city leaders, residents, and developers, helping to make informed decisions about land use, transportation, housing, parks, economic development, and more. This plan is created with community input and reflects the goals, values, and priorities of the people who live and work in the city. While it is not a law, the Comprehensive Plan provides the foundation for policies, zoning regulations, and capital improvements that shape the future of the city and is updated every 10 to 15 years.
Elements and/or Components of our Comprehensive Plan
- Demographics, Economy, and Employment
- This section reviews Blair’s population trends, economic conditions, and workforce data. It includes a brief community history, demographic breakdowns, and growth patterns. Community input is gathered through public meetings to identify strengths, weaknesses, opportunities, and threats (SWOT). This information helps forecast future population growth, employment needs, and economic opportunities.
- Existing Facilities and Services
- This section evaluates current public facilities and services, including their condition and effectiveness. It identifies unmet needs and helps guide future capital improvements and new public service initiatives.
- Housing: Existing and Future Needs
- This section assesses the condition, availability, and affordability of Blair’s housing. It compares local data to regional trends and uses growth projections to plan for future housing development. Strategies and best practices are recommended to support housing goals.
- Land Use: Current and Future
- This section outlines current zoning and land uses, and includes input from public meetings. It helps guide decisions on annexation, zoning updates, and development, while allowing flexibility to adapt to future needs.
- Transportation
- This section details Blair’s transportation system—roads, trails, rail, and transit—and their current condition. It sets goals for future improvements and guides planning for transportation infrastructure within the city and surrounding areas.
- Energy Element and Utilities
- As required by state law, this section describes Blair’s energy infrastructure, use of renewable energy, and local conservation efforts. It supports planning for sustainable energy use and future utility needs.
